Project Background
The Lagos: Badagry-Seme Borders project marks a significant milestone in the development of Lagos State, serving as a pivotal segment of the new “Trans-African Highway” connecting West Africa. This transformative initiative aims to enhance transportation connectivity and efficiency in the region, contributing to economic growth and regional integration.
Statement Of Problem
The existing transportation infrastructure between Badagry and Seme Borders is inadequate to meet the region’s growing demands. Congestion, limited capacity, and safety concerns hinder mobility and impede economic development. Recognising the need for a comprehensive solution, the Lagos State government initiated the A1 Lagos project to address these challenges and create a modern, efficient transportation corridor.
Proposed Solution
Upon completion, the project will feature a 76km (20km constructed) expressway with three to four lanes, operating at speeds up to 100kph. It will include the installation of nine interchanges, with provisions for two additional interchanges in the future, enhancing connectivity and facilitating smooth traffic flow. Additionally, the project will integrate with the “Proposed Western Ring Road” of Lagos, further enhancing regional connectivity. Five mainline toll plazas will be established, with the potential for ramp toll plazas in the future, to ensure sustainable financing for maintenance and operation. Four service areas with trailer park facilities will be provided for travellers’ convenience and safety.

River bridges and culverts will be installed based on extensive hydrological studies, ensuring resilience to environmental factors. The alignment is designed to accommodate access to the new Badagry Port, stimulating economic activity in the region and unlocking its full potential.
